Muslims in East Punjab

On a sunny afternoon in Kapurthalla, East Punjab's famed 'Moroccan' mosque, a man looking every inch a Sikh - turban, beard, and kara - looks over his shoulder, then with a quick movement of hands does what appeared to be ablution, wazu, and joins me in Zuhr prayers.

As a stranger in the mosque, I was immediately recognized by the rest of the four namazis. Then followed an animated conversation about the state of the Muslims in the area. Of the namazis, two were Bihari labourers, the other two were Kashmiri merchants. As I conversed with them, the absence of Punjabi Muslims struck me. Where are they? Instead of an answer, a meaningful silence stopped the conversation.

Meanwhile, the 'Sikh' joined us in conversation. Making sure that no non-Muslim was around, he told me, "Janab, I am a Muslim, my real name is Allah Ditta, son of Piran Ditta. Arun Singh is my pseudo name. I belong to a village in Amritsar district, when the partition disturbances took place, we were too poor to travel to Pakistan. Our family of potters was so well integrated in the village that we did not think of migrating hoping that the dark nights of killings would end.

"Soon, surrounding villages were emptied as a large number of Muslims did cross the border, but not us. When the massacres stopped in late 1947, the social pressure of our Hindu and Sikh neighbours and the arrival of the bitter refugees compelled us to hide our faith. Men and women adopted Sikh and Hindu appearances: turbans, beards, bindis, names, and the like."

The story of Allah Ditta and thousands of others like him forms a tragic chapter in the history of modern India. The greatest human migration in history, and certainly in the 20th century took place during the second half of 1947 upon the partition of Punjab. About 12 million individuals were forced to leave their homes for the side allotted to their religious majority during a period contemporaries refer to simply as the "halla," the disturbance. To the politicians' surprise and to everybody's horror, the partition, designed to prevent inter-group violence, quickly led to an anarchic situation of panic, bloodshed, and reprisal that defied control for months.

The human behaviour during this period was aptly described by Punjab's own famous Urdu writer Krishna Chandra in Hum Sab Wahshi Hain, 'We are all wild beasts'. While the fledging South Asian states took several years to get organized, the specific events and details of the partition migration went unrecorded. However, one of the recurring themes in this context is the "virtual exchange of population" between East and West Punjab, meaning that all Hindus Sikhs left the West seeking refuge in the East, as all Muslims supposedly did so in the opposite direction. Leaving aside the question of Sikhs and Hindus in Pakistan, let us consider the case of Muslims in post-1947 East Punjab.

RELIGIOUS DEMOGRAPHY: Did in fact all Muslims migrate to Pakistan, regardless of class and location? A closer examination of the contemporary East Punjab religious demography casts serious doubts about the accuracy of the phrase "virtual exchange of population". Conversations with the mosque Imams, Punjab Waqf Board (PWB) staff, and police reveals that there literally are thousands of "Muslims in disguise", throughout Punjab.

In the summer of 1947, thousands of Muslims were persuaded by their Hindu/Sikh neighbours not to migrate to Pakistan as they hoped that the disturbances would be over before too long. In any case these villagers provided protection to the Muslims as the Muslims had a role in the village economy as potters, brick layers, iron smiths, mirasis, singers and dancers. Thus many thousand Muslims decided to stay back.

But soon village after village was emptied leaving residual Muslims as a vulnerable minority. Though the violence stopped, but societal pressure set in, leading most Muslims to adopt Hindu, Sikh ways. However, some remained Muslim inwardly, praying and fasting secretly, exemplified by the case of Allah Ditta. Unlike men, many Muslim women were compelled to marry non-Muslims, their offspring obviously raised as such.

One such forcibly married woman frequented a mosque many years after her marriage attracted by the familiar and sonorous verses of the Holy Quran. She recalled her memorization of the scripture, and the familiar words came back to her as she heard its recitation. Circumstances beyond her control put her in a situation where she could not openly practice her faith, yet she confessed to be a Muslim by heart.

Exactly how many such "Muslims in disguise" there might be all over Punjab? A thorough village by village survey may reveal this information, but it is nearly impossible given the possible adverse consequences: reopening of the wounds of partition in a state with a tense international border barely recovering from the insurgency of the 1980s and early '90s. What is the Sharii status of these men and women, now in their late sixties or seventies? Are they murtid, apostates? Are they in perpetual taqiya, dissimulation? I posed this question to many Ulema in India, none had a clear cut answer. Like many other sensitive issues, Muslim leadership is silent on this question.

MALERKOTLA: Unlike the rest of Punjab, a Muslim enclave survived the horrors of 1947 in Malerkotla, Sangrur. In early 18th century, the founder of the Malerkotla princely state Nawab Sher Muhammad Khan had disagreed with the decision to kill the sons of the 10th Sikh guru. The nawab's disagreement with the Mughal overlords pleased the Sikhs so much that ever since that time, Malerkotla remained immune from the inter-religious violence - even during the partition. Thus at the dawn of the 21st century, Malerkotla is the only Muslim island in Punjab.

Of its nearly one lakh population, the majority are Muslim. The minarets of the town's many mosques dominate the skyline of Malerkotla. There are several madrasas, Urdu is widely read and signs in it are everywhere. The town and the surrounding area's economy is, however, not different from the rest of the Punjab. Land holders cultivate wheat, paddy and vegetables, especially cabbage. There are spinning mills, small engineering units, sports goods factories, and agro industries. A member of the Nawab's family represents the Malerkotla constituency in the Punjab Legislature in the successive elections since 1967.

Apart from Malerkotla, there are a number of Muslims in almost all parts of the state. Significant centers are Ludhiana, Jullundhar, Patiala, Amritsar and Kaputhalla. In all these towns, most Muslims come from outside Punjab: itinerant Afghan traders plying between Amritsar and Kabul, Kashmiri merchants, and Bihari agricultural labourers during the harvest season.

According to the 1991 Census, there are 239.401 Muslims in the state or 1.2 per cent of the total. There is one group of Muslims in the state who frequently make news: Bangladeshi Biharis. This pertains to "encounters" between the BSF and the Bangladeshi Biharis wanting to cross over into Pakistan. These Bangladeshis are actually Urdu speaking Pakistanis of predominantly Bihar origin abandoned by Pakistan in 1971.

MEWAT: Like Malerkotla, the Mewat region spanning the districts of Gurgaon and Faridabad in Haryana; Alwar and Bharatpur (Rajashan), is also predominantly Muslim. The Mewatis are an Islamicized section of the Meo caste, a Hindu warrior group. Inhabiting the dry Aravalli hill region, the Meos are mainly landless cultivators. The Meos were severely affected by the partition, as most were massacred in Alwar and Bharatpur or driven away. Some Muslims did return from Pakistan in 1948.

The 1991 census shows that there are 763.775 Muslims or 4.6 per cent of the total state population. Now in 2000, there are probably a million Muslims, in other words there are as many Muslims as there are Sikhs in Haryana!

Like Malerkotla, there are mosques and madrasas everywhere in Gurgaon and Urdu is widely taught in schools. Since the 1930s, the Tablighi Jamaat has worked in the region as part of a reform and return to Islam movement. In fact, Maulana Muhammad Ilyas (d. 1944) began his movement from this area. The Meos also demand recruitment in the armed forces, para-military, and the police, as articulated by the Muslim legislators representing the area in the Haryana Legislature.

GUJJARS: In addition to the Muslims in Malerkotla and Mewat, there are some Muslims in Himachal Pradesh, once part of the old Punjab. Less than a lakh (89,134), they constitute 1.7 per cent of the state population in 1991. Most of the Himachal Muslims are Gujjars, a scheduled tribe. They are similar to the Gujjars of Kashmir. The Gujjars lead a pastoral life, moving with their cattle from the higher altitudes in the summer and fall to the lower hills and plains in winter. The Gujjars basically lead a subsistence existence, there is little economic development in the areas they live. Nor is education widespread, though there are signs that some children are going to schools and some even learning Urdu. There are mosques in Shimla, Solan and other towns of Himachal Pradesh.

MOSQUES & MONUMENTS: As part of the mediaeval province of Punjab, eastern Punjab has a large number of forts, (Bhatinda and Fardikot for example), tombs, (of Ustad & Shagird, Nakodar), caravanserais, (serai Amanat Khan, Amritsar), mosques, (Moorish mosque, Kapurthalla), Eidgahs, dargahs, (Sarhind Sharif), and cemeteries. These structures are the most tangible signs of the departed Muslims. It took the government more than a decade to establish a Waqf Board in 1960 to look after the Muslim public property - as different from private property which was taken over by the state for distribution among the refugees from the West.

The revenue collection of the Punjab Waqf Board for 1999-2000 was over 10 crores. However, it has a huge task ahead of it: reclaiming some 9,500 mosques and 844 cemeteries spread in all the four parts of the old East Punjab state. The Archaeological Survey of India controls eight historical mosques in its charge. From time to time, mosques are vacated through litigation as well as voluntarily by Sikhs and Hindus. For example, from 1985 to 1999, as many as 30 mosques were recovered.

Critiques of the PWB accuse it of inefficiency and corruption, a charge common to all the Waqf boards throughout the country. Even if the Board is able to successively retrieve the mosques and other endowment properties, the question will remain: what to do with the properties that can neither be used - because of the lack of Muslims in the area, nor sold to anyone due to the nature of the property?The Muslims of the erstwhile East Punjab are now slowly recovering from the shocks of the partition and the subsequent societal pressure to reclaim their place. The events of 1947 are now a receding memory, replaced by the tragic events of the 1980s, in which Muslims played no part. The absence of Muslims in the Hindu-Sikh conflicts has helped the insignificant Muslim minority regain some confidence as a neutral third party.

Living in a state bordering Pakistan, they remain vulnerable due to the continuing India-Pakistan standoff on Kashmir. A resolution of that conflict will have a positive impact on Muslim situation nationwide, including of course, Punjab

Some one on this site had one time said that Jatts are drunks and beatup their wives. Now how wise that statement.
