Dear Sirs,
I, Rasika Jog, landed immigrant and ex-client of west Coast Immigration, am left with no choice but to write to you that Mr Paramjit Mangat, of 130 Westmore Drive Unit # 5, an Immigration Consultant and President of West Coast Immigration Consultants Etobicoke M9V 5E2, who is a member of this organization (OPIC) has defaulted on paying us as per the contract and has given some excuse. I have informed him that I am able and willing to provide the service to the clients. He has not given us the chance but instead he chose to provide the services to clients himself with a pre-determined intention of avoiding payments that fell due to us. There was never any penalty clause in our agreement. Mr Mangat on his own decided that he will not pay. Since OPIC expects the Consultants to be truthful I am raising this issue. This is not only question of business dispute but mainly a question of truthfulness and unending deceit. Mr Mangat is all out to reap the benefits for what I have done by winning the trust of clients for his company and now by sidetracking me he wants to eat the fruits alone. I wonder how such untrustworthy person can help prospective immigrants.
Nowhere in our agreement it is mentioned that I have to be in Ahmedabad India to provide the service and now the excuse given for non payment of event based installment dues to us is that because I am not in India, they are servicing the clients from Canada and Ludhiyana India ( which is about 900 km. away from Ahmedabad). I have appealed again to Mr P.S. Mangat that I am ready to provide the same service and how I manage may be left to me but there is no reply to my communication. Verbally he has denied to pay our share. In fact I was responsible for advertising for West Coast Immigration Consultants in leading Newspapers of Ahmedabad. I thought I can make up for the costs when my remaining installment will be paid.
Unfortunately Mr Mangat was keeping us totally in dark about the progress on the clients who filed through Ahmedabad India or our agency. He was giving us the impression that no one is qualifying. It was when one of the clients contacted me after he received the visa for more guidance that I came to understand that I was being deceived and my share is going to Mr. Mangat alone.
I am appealing to your chair to persuade Mr Mangat to pay us rightfully our share. We are ready to provide the service to clients if only Mr Mangat will allow it.
Please note when I myself migrated to Canada in August 2002, I appointed another person Col. Lele in place of me and handed over all the matters in the most professional manner. It was again Mr Mangat who did not reply to the questions asked by the new representative and hence COl. Lele could not provide proper service to clients. Please note that I have not resigned or terminated my contract with Mr Managt as an agent. Hence it was the up to Mr. Mangat to take my services but Mr Mangat chose not to. He never informed us in past that I may not get my share because of the fact that I am not in Ahmedabad India. He always said that I may not receive my due payments because the clients may fail in the interview.
I have approached him several times to discuss matters related to immigration issues brought out by the clients in Ahmedabad and around but he never answered to my questions or gave me time to meet.
I am a victim of this well designed plot by Mr. Mangat but I want to bring it to the notice of the chair persons of OPIC in a hope that I will get a response from you.
Since I am in Canada therefore I am appealing to both the co-chairs. I sincerely hope that the matter would be resolved at this level and that I will not be required to go on appealing further.
My husband Chandrahas Madhav Jog was devoting 10-20 % of his time for this venture and he was in contact with Mr Mangat. Hence you will find the copy of e-mail written by Mr Mangat to us is adressed to C. M. Jog

Dear Mr. C. M. Jog,
Please be advised that as per our initial understanding, we were obliged
to pay a percentage of share to you from each installment of payment
received from the client. In return your obligation was to provide
proper service to clients in Ahemdabad. Since Col. Lele has provided no
assistance to any client the entire burden has fallen on either our
Ludhiana office or us in Canada. Accordingly there is no reason for us
to compensate when no service was provided to ant clients. In fact, you
were paid a higher percentage from the 1st installment.
